Dr. Penut is inanimate and hostile, he can't move while in a direct line of sight and i can't of a reason why. maybe he's just retarded like Komi-san and freezes up when someone stares at them
Of course he is evil and like's to snap peoples necks with his two tiny pseudohands even though that should be theoretically impossible
There's rumors saying he's omnipotent when he's not being stared at but this has yet to be proven
