Vulcan Raven is a minor villain in the freaky saga he is a member of FOX HOUND of the AGENCY There is not muchh known about Vulcan besides him being the heavy weapons expert and Artilleryman of FOX HOUND basically he's a ripoff heavy weapons guy.

Vulcan Raven later died during the Ground Zeros Arc after the helicopter crashed due to the bomb inside Paz caused the helicopter to spin out of control and crashed into an island.
