Tic-tac-toe, also known as Noughts and Crosses, is arguably one of the worst, most broken game made by man, prior to the invention of religion. Rock Paper, Scissors is infinitely better than this solved game. Anyone with a modicum of competitiveness to the game will always result in a tie. It is simplistic to a fault due to its extremely tiny board being 3 x 3, which will only allow you less than 800 possible game state combinations, if ur too scared of breaking the rules of the game.

If you wish to play tic tac toe, just go for better versions of this exact same premise, such as Gomoku[1] and Connect Four[2].

Especially Gomoku, as that can also be played with just a pen and surface.
