He was introduced in the Lost Masters Arc when Jeffy cloned himself inside the  "C-C-C-Cloning Machine" to be used for Cody's commission. He was created with Jeffy's clothes, helmet and personality (although slightly differed) though he is even more retarded than Jeffy, but was changed when Jeffy pointed out his name is Scooter, and his shirt had the name Jeffy written on it. When [[Mario]] saw Scooter, he told Jeffy to get him out, albeit he only put him under his crib. Then, Jeffy genuinely kicked Scooter out of the house but came back with a Walmart shopping cart. Afterwards Mario pushed him down the stairs however he got up quickly after that brutality. [[Bowser Jr.|Bowser Jr]] and [[Cream the Rabbit|Cream]] got pissed that he stole their money for a brand new scooter and presumably knocked him out with a BB Gun. Mr Game and Watch arrives and pays Cody before leaving off with Scooter in his Toyota.

Scooter becomes a minor character throughout the later storyline of the Fanboy and Chum Chum Bible but appears time to time as an student to Mr Game and Watch when he reached him about how to kill furries and shit but all that Scooter wants to kill is fat people like the species known as the Avocodo people and later just regular BBW's(not chubby people like [[Fenneko]], [[Jacques von Hämsterviel|Dr. Hämsterviel]], and [[Fassad]]). He later becomes friends with [[Lady Bow]] and they do weird shit in Dave & Busters(They supposedly vored people but we don't talk about that). During the Destruction of Venus Arc, he appears to be as forced in the Satanists and follows his evil dad as they go on a "Space Adventure". In the Space Saga, he doesn't appear as much but he is told by [[Sky Lark]] to join the good side and he does by betraying his father and joining the [[卐 Le fr*cking E🅿️IKØ Gaymürs A.K.A. The π Male L.O.S.E.R.S. 卍 ⚠️ No Normies Allowed ⚠️|Coalition]]. He later fucks up and is now an actual manchild making stupid vore art in his house during Little Planet and now has his pet spider turned into a human as a stand.
