He was at [[𝓯𝓻𝓮𝓪𝓴𝔂Bob\|FreakyBob's]] speech in Arlen as Bill didn't like what he said so he blurted out the thing in the quotes. FreakyBob got mad and used a ability never shown before as a VORTEX appeared but Freaky Bob took a minute to power this up to make it seem forever. Everyone left as Hank told Bill to get out but he was simply mesmerized by the Vortex as FreakyBob soon got Bill in it and now is there forever seeing things that no human should ever see as Bill can't die and can see things through even with his eyes closed meaning he has to see all of the traumatizing stuff forever. Legends say Bill is still screaming for help even when no one can help him like hell even FreakyBob forgot about it like a month later so Bill's dumbass ain't getting help soon.
